According to the announcement published by Verband Deutscher Brieftaubenzüchter e.V., membership rights and the sporting affiliation of a loft to a Reisevereinigung (RV) are two separate matters. For sporting practice the decisive factor is that each loft is assigned to an RV based on its fixed coordinates; the loft's pigeons may be entered in races only from the RV to which they are assigned.
Last year the Member General Assembly adopted comprehensive changes to Statute Article 10 and RVO Article 205. The aim was to preserve the entrenched structures of existing RVs and transport groups (Transportgemeinschaften) and to provide predictability for planning. Within this framework, changes to sporting assignments are now regulated by binding rules.
Assignment changes will be accepted only on concrete, convincing and documentable grounds. Examples of valid reasons cited include the dissolution of an RV, correction of a previously erroneous assignment, closure of the release/dispatch point due to an insufficient number of breeders, or similar structural changes. Reasons such as the expectation of better sporting results or hopes for a more favorable flight line alone are not sufficient.
A special form has been prepared for applications; the form and FAQ are available on the association's website. The reasons for requested changes must be presented completely, consistently and traceably in the application; reasons added later or communicated by other means will not be considered during the decision process. Approval of an assignment change for each loft is granted by the Organizing Committee.
Applications must be sent only between 1 October and 31 October each year, by registered mail, with the form fully completed, to the association's headquarters; applications submitted by other means will not be processed. The Organizing Committee records received applications and notifies its decision in writing no later than six weeks from the application date. In addition, breeders who have already submitted a change application in the past three years are not eligible to reapply.
If the application is rejected and resignation from membership has become an issue, the party whose request was denied may retract the membership termination within the applicable notice period. For further information or questions, the relevant documents and contact channels on the association's website can be used.
